heavier penalty

The news of government locking vehicles of those who failed to settle their summons on time despite the due date given. I strongly agree with this action although many lamented that it's insane & what if there is an emergency. They should have paid the summons earlier in order to avoid this mess. Procastinating is a very bad habit but it's becoming a norm now. If only government punish these people more by asking them to do community work instead of paying up the summons. Let everybody know who bend the rules.
